Korean Fulbright Scholar to Visit the Universidad del Este

International Expert in Technical Vocational Education and Training and National Human Resource Development

On Tuesday, February 28th and Wednesday, February 29th of 2012, the Universidad del Este (UNE), of the Ana G. Méndez University System, was honored to host Joon Chul Eom, Ph.D of Korea, a Fulbright Visiting Scholar at  the Lake Washington Institute of Technology, at  its Carolina Campus.
During his two-day visit to UNE, Dr. Eom presented two lectures: “The History, Culture, and 21st Century Economic Development Strategy of Korea” and “Technical Vocational Education and Training in Korea”. Additionally, Dr. Eom participated in an interview on UNE’s Internet talk show, Paliqueando and met with UNE faculty and administrators. Dr. Eom’s visit was sponsored by UNE’s Office of International, Federal and Corporate Affairs and UNE’s School of Science and Technology.

Dr. Eom served as President of the Jeju Polytechnic College of Korea Polytechnic (KPC), an institution under the Korean Ministry of Employee and Labor, from 2008-2011.  Dr. Eom also served as Executive Director of the Educational Foundation of the Korea Polytechnic Head Quarter (KOPO) from 1999-2008. He was the Dean of the Expanding Learning and Research Institute (1999-2003) and earlier a Professor of Korea Polytechnic.

Dr. Eom is a specialist of Technical Vocational Education and Training (TVET) and Human Resources Development (HRD).  He has over 27 years experience in the TVET field including over 13 years experience in HRD and administration of the Korea Polytechnics. Dr. Eom is also an international expert of Technical Vocational Education and Training (TVET) and has served as a consultant on TVET projects in Asia, Africa and Central America countries, including projects in Libya, Laos, Guatemala, Sri-Lanka, Uzbekistan, Tunisia, Kenya and Jamaica.

Dr. Eom holds a Ph.D in Electronic Engineering from the Graduate School of Chung-Ang University, a Master’s Degree in Engineering from the Graduate School of Chung-Nam National University and a Bachelor’s degree in Electrical and Electronic Engineering from Hanbat National University in Korea.

Dr. Eom is nationally recognized for his work in the establishment of the Korea Polytechnic System (KOPO), comprised of 43 nationwide campuses, and for his work in the development of 1,200 short term training courses and over 153 trade curriculums. He has also received several national awards from the Korean Government including the Prime Minister’s Award of Human Resource Development (2008); the Minister’s Award of the Ministry of Labor for Technical Education (2004) and National Skill Competition (1991/1995); and, the President’s Award of the Korea Manpower Agency for Technical Education (1984/1987).

Dr. Eom is a member of several Korean professional and educational organizations and serves in several leadership capacities including, Chairman of the Korean Society of Technical Education & Training; Director of the Journal of Vocational Education Research; and, Vice-President of the Korea Vocational Qualification Association. He is also a Member of the Advisory Council of the Korean Ministry of Education and Science Technology (MEST), the Employment Committee to the Jeju Special Self-Governing Province (JSSGP) and the Jeju Municipal Police Bureau to the JSSGP and an Expert of the Korea International Cooperation Agency (KOICA).
