Post-Earthquake City Development and Recovery Planning Public Officials
The Universidad del Este (UNE) of the Ana G. Méndez University System extended a warm welcome to Dr. Gang Sheng, Ph.D. and Mr. Ruishan Zheng of the People’s Republic of China, two Hubert H. Humphrey Fellows at Syracuse University, Maxwell School of Citizenship and Public Affairs and, the Massachusetts Institute of Technology, respectively, who visited UNE on Tuesday, March 27th and Wednesday, March 28th 2012.
During their visit to UNE, Dr. Sheng and Mr. Zheng delivered two special lectures on their role in recovery efforts following the devastating 2008 earthquake in Sichuan, China. Dr. Gang Sheng delivered the first lecture, entitled, “City Development and Emergency Management: Practices from Chengdu, China” on Tuesday, March 27th from 1:00pm-2:30pm in the UNE Salón de Actos. Mr. Ruishan Zheng delivered his lecture entitled, “Post-Earthquake Recovery Planning in Wenchuan, Sichuan Province, China: Implementation Challenges”, on Wednesday, March 28th from 11:30am-1:00pm in UNE’s Multi-Language Learning Center. Dr. Sheng and Dr. Zheng’s visit was sponsored by UNE’s Office of International, Federal and Corporate Affairs.

Gang Sheng, Ph.D. is a current Humphrey Fellow (2011-2012) at Syracuse University, where his studies focus on policy analysis and public administration. Dr. Sheng’s participation in Chengdu’s reconstruction after the 2008 earthquake stems from his interest in sustainable development and city planning as it relates to China’s emerging markets and limited resources per capita. Dr. Sheng is the Executive Officer for the Vice Mayor of the Chengdu Municipal Government where he assists in the oversight of the city’s Science and Technology Bureau, Economic Commission and Bureau of Safety Inspection and Production.
Ruishan Zheng, a current Humphrey Fellow (2011-2012) at MIT, is a project manager at the Beijing Tsinghua Urban Planning & Design Institute in China. Mr. Zheng is a National Certified Urban Planner of China and holds a master’s degree in engineering from Southeast University, China. He worked as the Deputy Director of Wenchuan County Planning Bureau in Sichuan, China and assisted the local government in post-earthquake recovery planning implantation. While at MIT, Mr. Zheng gained more advanced knowledge on transportation and urban renewal theory. He also took part in the HHH professional development internships and workshops, which offered him the opportunity to acquire additional managerial and public service skills.
